Appropriates $10,000,000 from bond proceeds to the commissioner of natural resources for a grant to the city of Wayzata for the Lake Effect Project.

Lake Effect Project includes design and construction of a boardwalk along Lake Minnetonka in downtown Wayzata, an Eco Park with shoreline ecological restoration to improve water quality, and renovation of Depot Park to improve accessibility, add restrooms, and increase green space.

Nonstate contributions spent or allocated before or after enactment for public improvements that are part of the Lake Effect Project satisfy the required local match with no additional nonstate contributions needed.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
