Appropriates general fund money to the Minnesota Department of Education commissioner for grants to the Sanneh Foundation beginning in fiscal year 2021, with a permanent annual base established for fiscal year 2022 and beyond.

Directs grants toward programs serving low-performing and chronically absent students, with specific focus on low-income students and students of color.

Establishes grant goals of decreasing absenteeism, encouraging school engagement, improving grades, and improving graduation rates.

Permits grant funding for in-school academic and behavioral interventions, year-round out-of-school learning activities, career exploration opportunities with business exposure, and education career pathway development through business and higher education partnerships.

Effective the day following final enactment.
