Allows commissioners of revenue and Pollution Control Agency to exclude COVID-19-related operational changes from facility data when determining tax exemptions for recyclable materials and source-separated compostable materials, with exclusion period from Emergency Executive Order 20-01 issuance until 60 days after order termination.

Permits recyclable materials to retain tax exemption even when delivered to disposal or resource recovery facilities for COVID-19-related reasons if authorized by the Pollution Control Agency commissioner, with relief ending when willing recipients are identified or 60 days after emergency order ends, whichever occurs first.

Extends appropriations and grants from the environment and natural resources trust fund that would otherwise expire on June 30, 2020, to June 30, 2021, if recipients notify the Legislative-Citizen Commission on Minnesota Resources by June 30, 2020, and modify work plans accordingly.

Requires the commissioner of natural resources to develop recommendations in conjunction with the Council on Disability to increase access to wildlife management areas for hunting and recreation, with focus on reducing barriers for persons with disabilities and improving infrastructure, with recommendations due to legislature by February 15, 2021.

Mandates the commissioner of natural resources pilot accessibility projects on at least one wildlife management area by October 1, 2020, in conjunction with the Council on Disability to reduce barriers to accessing these areas.
