Prohibits peace officers from using lateral vascular neck restraints, choke holds, and neck holds under Minnesota law.

Bans tying all of a person's limbs together behind their back to render them immobile and transporting persons face down in vehicles.

Prohibits any restraint that restricts free movement of a person's neck or head except when necessary to protect the officer or another person from imminent harm.

Requires all local and state law enforcement agencies to update and enforce written use of force policies prohibiting these restraints by January 1, 2021.

All provisions become effective the day following final enactment.
