Authorizes transit agents to issue administrative citations for certain fare evasion violations occurring in transit vehicles or facilities that use self-service barrier-free fare collection in the metropolitan area.

Establishes a $35 fine for administrative citations, with violators having 90 days to pay or contest the citation through a civil process before a neutral third party.

Prevents issuance of criminal citations for the same conduct when an administrative citation is issued.

Requires fines to be collected by the transit provider and maintained in a separate account used only for enforcement costs under this section.

Effective August 1, 2020, and applies to violations committed on or after that date.
