Updates child care assistance maximum reimbursement rates to be based on the 25th percentile of the 2018 child care provider rate survey, replacing the previous 2011 survey baseline, effective September 18, 2020.

Establishes new maximum registration fees for licensed family child care and child care centers based on the 25th percentile of the 2018 provider rate survey, effective September 21, 2020.

Allocates $20,439,000 in fiscal year 2021, $32,710,000 in fiscal year 2022, and $32,648,000 in fiscal year 2023 from the federal child care development block grant to fund the rate increases.

Directs the commissioner of human services to allocate additional basic sliding fee child care funds for calendar year 2021 to counties based on relative need, considering the number of children, provider type, age of children, and amount of rate increases.

Prohibits child care providers from charging activity fees or additional amounts above maximum rates for care provided during nonstandard hours for families receiving assistance.
