HF 70 Summary

• Allows minors ages 16 or 17 to operate amusement rides or load/unload passengers at fixed-site amusement parks, provided they meet all other child labor standards and requirements under Minnesota law.

• Requires employers to ensure a trained supervisor at least 18 years old is present and supervising the minor during amusement ride operation in accordance with a written supervision policy.

• Prohibits minors from operating or loading/unloading passengers on more than one amusement ride at a time, and excludes maintenance, testing, repair, erection, or dismantling of rides from permitted operations.

• Requires amusement ride owners to maintain documented training policies covering operating procedures, safety procedures, evacuation plans, and specific job duties, with written certification that operators have completed required training.

• Makes the effective date of all provisions retroactive to May 28, 2020, clarifying the date these provisions became enforceable.
