• Governor appoints a roster of six arbitrators specifically qualified to hear peace officer grievance arbitrations concerning written disciplinary action, discharge, or termination.

• Commissioner of Bureau of Mediation Services assigns arbitrators to cases on a random or rotating basis, with parties prohibited from negotiating or agreeing to arbitrator selection.

• Arbitrators must complete initial and ongoing training on culture competency, racism, implicit bias, and community diversity; commissioner may adopt rules for training requirements.

• Arbitrator selection procedure applies to all peace officer grievance arbitrations and all collective bargaining agreements covering peace officers negotiated after the bill's effective date.

• New arbitrator selection procedure supersedes inconsistent provisions in chapters 179A and 572B and Minnesota Rules chapters 5500-5530 and 7315-7325; effective the day following final enactment.
