HF80 Summary

• Authorizes cities designated in Emergency Executive Order 20-64 to use eminent domain to acquire property in eligible zones affected by civil unrest between May 26 and June 10, 2020.

• Defines eligible zones as Lake Street and West Broadway Avenue in Minneapolis (including areas within two city blocks), University Avenue in St. Paul (including areas within two city blocks), and any additional zones designated by the governor.

• Allows cities to resell acquired property to private parties subject to redevelopment agreements that include reasonable use limitations and must be approved by a redevelopment oversight committee.

• Permits cities to issue debt obligations under Minnesota Statutes chapter 475 without an election and exempts them from home rule charter or statutory debt limitations for these purposes.

• Becomes effective immediately upon enactment and expires December 31, 2022.
