Authorizes cities covered by Emergency Executive Order 20-64 to use eminent domain to acquire property in designated zones damaged during civil unrest between May 26 and June 10, 2020.

Defines eligible zones in Minneapolis (Lake Street between Hennepin Avenue and West River Parkway with two-block buffer, and West Broadway Avenue with two-block buffer) and St. Paul (University Avenue between Rice Street and Highway 280 with two-block buffer), plus additional areas designated by the governor.

Allows cities to issue debt obligations without election and not subject to home rule charter or statutory debt limitations to finance property acquisitions.

Requires property acquired by eminent domain be resold to private parties subject to redevelopment agreements approved by a city-established redevelopment oversight committee that includes reasonable limitations on property use.

Effective the day following enactment and expires December 31, 2022.
