Commissioner of commerce must provide telephone assistance to the public and publicly release information regarding the claims submission process for property, casualty, and liability insurance claims related to businesses affected by riot and civil commotion during Executive Order 20-64 peacetime emergency.

Commissioner must accept, review, and work to resolve complaints regarding the handling of claims related to civil unrest during the peacetime emergency and review insurer submissions for compliance with relevant statutes and regulations.

Minnesota insurers writing property, casualty, or liability insurance must submit to the commissioner the number of rejected or unfulfilled claims, non-renewed policies, and rate increases for businesses affected by or located in areas affected by the riot and civil commotion.

Insurers must provide required information in form acceptable to the commissioner by January 1, 2021, and June 1, 2021, with only insurers who received claims, non-renewed policies, or increased rates required to submit.

Effective date is the day following final enactment.
