Establishes a special master panel of 3-9 attorneys appointed by the governor by July 1, 2020, to award disaster assistance compensation to persons economically impacted by civil unrest in Minnesota during May 25 to June 8, 2020.

Eligible persons include nonprofit organizations, for-profit businesses with 50 or fewer employees, property owners, and residents located in designated zones in Minneapolis (Lake Street, West Broadway Avenue) and Saint Paul (University Avenue), plus any additional zones the governor designates.

Panel determines base award amounts reflecting documented damages including physical property damage, lost inventory, and lost wages, excluding insurance-recoverable losses and future earnings, with awards capped at a reasonable maximum amount established equally for all eligible persons.

Appropriates $125,000,000 in fiscal year 2021 for awards to eligible persons and $5,000,000 for administrative expenses, with claim deadline of September 1, 2020, and award determinations due by March 1, 2021.

Awards are final and not subject to judicial review; panel determinations cannot be used in subsequent court proceedings, and the program does not establish state liability or create a duty to compensate.
