Public schools may request documentation to verify pupils meet minimum and maximum age requirements for enrollment in prekindergarten through grade 12, accepting passports, birth records, health records, immunization records, religious certificates, and affidavits from parents.

Pupils enrolled in preschool or prekindergarten programs cannot be subject to disciplinary dismissals; expulsions and exclusions permitted only after exhausting nonexclusionary discipline resources and only when ongoing serious safety threats exist.

Nonexclusionary discipline must include at least one of the following: collaborating with families and support providers, creating written action plans with parents, or providing referrals for supportive services including special education evaluations.

Early learning scholarship program eligibility requirements changed from July 1, 2020 to July 1, 2024 for programs to obtain three- or four-star quality ratings; scholarship recipients must complete development screening within 90 days of program attendance or within 90 days after their third birthday.

Interagency Early Intervention Committees must now include representatives from agencies serving families experiencing homelessness and expanded focus on identifying infants under age three affected by abuse, neglect, or prenatal substance exposure.
