• Establishes fees for replacement license plates ranging from $2.50 to $100.00 depending on plate type, with most plates costing $5.25 to $16.50 for singles and $7.00 to $17.50 for doubles.

• Applies replacement plate fees to tax-exempt vehicles under section 168.12 instead of the previous $10 fee for two plates.

• Removes enhanced driver's licenses and enhanced identification cards from the requirement to display a REAL ID Act compliance indicator.

• Increases dealer plate fees to $75 per registration year for each of the first four plates ($60 to registrar, $15 sales tax), and $40 per plate for additional plates ($25 to registrar, $15 sales tax), with replacement plates subject to section 168.12 fees.

• All amendments become effective upon rollout of the new vehicle title and registration system or January 1, 2021, whichever occurs first.
