By September 1, 2020, the board shall adopt an updated comprehensive written model policy on the use of force, including deadly force, and distribute it to all state law enforcement agencies.

The model policy must require peace officers to intercede when observing another officer using clearly unreasonable force, and to report any illegal use of force by another officer to their chief law enforcement officer.

The policy must prohibit peace officers from using neck restraints, carotid controls, and chokeholds in all cases except where a person is committing a violent act that imminently threatens the life of an officer or another person, and even then requires consideration of less lethal measures first.

By November 1, 2020, each chief law enforcement officer must establish an updated comprehensive written policy identical or substantively similar to the model policy and certify compliance to the board.

Law enforcement agencies must provide copies of the updated policy to all officers, and the board has authority to inspect agency policies for compliance through complaints or random selection.
