S.F. No. 101 Summary

• Public schools may request documentation to verify students meet minimum and maximum age requirements for admission to prekindergarten through grade 12, including passports, birth records, health records, immunization records, or parent affidavits.

• Preschool and prekindergarten pupils may not be subject to disciplinary dismissals; expulsions and exclusions allowed only after nonexclusionary discipline resources are exhausted and only when there is an ongoing serious safety threat.

• Nonexclusionary discipline must include at least one of: collaborating with family or mental health providers, creating a written support plan, or referring the child for needed services including parenting education or special education evaluation.

• Early learning scholarship priority goes to children with parents under 21 pursuing high school diploma or equivalency, children in foster care, or children who experienced homelessness in the last 24 months; programs must have three- or four-star quality rating beginning July 1, 2024.

• Interagency Early Intervention Committees must include representatives from health, education, human services, Head Start, child care agencies, school readiness programs, parents, and agencies serving homeless families; committees must meet quarterly and develop public awareness and child find systems.
