Appropriates $5,000,000 in fiscal year 2021 from the coronavirus relief federal fund to provide one-time supplemental payments to eligible dental providers for personal protective equipment costs during the COVID-19 pandemic.

Eligible providers must be dentists or dental clinics that accept medical assistance patients, are actively enrolled as of August 15, 2020, are located in Minnesota, are not on a cost-based payment system, and received at least $5,000 in medical assistance payments between October 1, 2019 and April 1, 2020.

Each eligible provider receives a fixed dollar amount not to exceed $10 per claim for claims with dates of service between October 1, 2019 and April 1, 2020, with only claims received before July 1, 2020 considered.

Commissioner of human services may calculate pro-rated supplemental payments for providers who enrolled after October 1, 2019 but otherwise meet eligibility criteria.

Unobligated and unexpended funds must be returned to the coronavirus relief fund by September 1, 2020; effective the day following final enactment.
