Requires the Sentencing Guidelines Commission to conduct racial impact screening on all legislation that may affect the racial composition of the criminal offender population.

Mandates a brief statement be attached to legislation if screening finds no racial impact.

Requires a detailed racial impact statement attached prior to passage if legislation will affect racial composition of the criminal offender population, including estimated annual criminal cases impacted, fiscal costs of confinement, effects on racial minorities, impacts on correctional facilities and jails, and potential need for additional prison capacity.

Includes requirement to describe effects on victims of crime who are members of racial groups for which data are available.

Directs the Sentencing Guidelines Commission to develop a protocol for screening and analyzing the racial impact of legislation on the criminal offender population.
