Appropriates $10,000,000 from the bond proceeds fund to the commissioner of transportation for safe routes to school grants under Minnesota Statutes, section 174.40.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation.

Bond issuance follows procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
