Prohibits critical incident stress management information from being disclosed or admitted as evidence in administrative, civil, or criminal proceedings, with exceptions for preventing harm to persons.

Establishes Office of Community-Led Public Safety Coordination to promote alternatives to traditional policing, identify community-led interventions, and administer $15,000,000 in grants for co-responder teams and community healing programs.

Requires law enforcement agencies to report use of force incidents resulting in serious bodily injury or death to the Bureau of Criminal Apprehension using federal reporting standards and submit annual reports to legislature.

Creates critical incident review teams appointed by the Board of Peace Officer Standards and Training to investigate officer-involved shootings causing bodily harm or deaths, with mandatory representation including a peace officer, community resident, and members of the same race as injured persons when applicable.

Mandates crisis intervention and mental illness crisis training (minimum 4 hours per 3-year cycle) and autism training (4 hours by 2021) for all peace officers, with board-approved curriculum standards and continuing education requirements.
