Creates new law establishing confidentiality protections for critical incident stress management services provided to emergency service providers including peace officers, firefighters, dispatchers, and hospital personnel.

Prohibits disclosure of information obtained through critical incident stress management services to third parties, with exception allowing disclosure if reasonably necessary to prevent harm to the service recipient or others.

Makes any statements made during critical incident stress management inadmissible as evidence in administrative, civil, or criminal proceedings.

Requires chief law enforcement officers to report each incident of law enforcement use of force resulting in serious bodily injury or death to the superintendent of the Bureau of Criminal Apprehension using a form adopted by the superintendent.

Mandates the superintendent to summarize and analyze use of force reports monthly and submit an annual written report to legislative public safety committees and the Federal Bureau of Investigation.
