Assigns prosecution authority for peace-officer-involved deaths to the Minnesota attorney general, with county attorneys able to assist upon request.

Establishes an independent Use of Force Investigations Unit within the Bureau of Criminal Apprehension to investigate officer-involved deaths and conflict of interest cases involving peace officers; requires public case file availability within 30 days of final appeal and annual reporting to legislature.

Modifies deadly force standards to require officers use deadly force only when necessary to defend human life or prevent escape of someone who committed a felony involving deadly force; prohibits using deadly force based solely on danger to self if no imminent threat to officer or others exists.

Restricts money bail for misdemeanor offenses by requiring defendants be released on personal recognizance unless court finds substantial likelihood they won't appear or pose threat to victim safety.

Appropriates unspecified amounts in fiscal year 2021 to the attorney general for prosecuting peace-officer-involved death cases and to the commissioner of public safety for establishing the independent Use of Force Investigations Unit.
