• Extends the one-year deadline for Minnesota job creation fund businesses to meet minimum capital investment requirements by up to 12 months if the project must meet these requirements within 12 months of the governor's declaration of a peacetime emergency

• Extends the minimum job creation requirements (10 new full-time positions in metro areas or 5 positions outside metro areas) by up to 12 months for projects designated during a peacetime emergency, with commissioner authorization

• Allows grantors to extend the period for meeting wage and job goals under business subsidy agreements by up to two years if the governor has declared a peacetime emergency during the initial two-year compliance period

• Requires grantors to extend other goals under subsection 3 by documenting the reason in writing and attaching documentation to their next annual report to the department
