Appropriates $20,499,000 from bond proceeds fund to the commissioner of administration for construction, renovation, and equipment of the Department of Agriculture/Department of Health Laboratory Building in St. Paul

Includes creation of a dedicated biosafety level 3 laboratory space and improvements to meet safety, energy, and operational efficiency needs

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,499,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution

Takes effect the day following final enactment
