Appropriates $30,000,000 from the coronavirus relief fund in fiscal year 2021 for retention grants to eligible disability service providers affected by COVID-19 business interruptions, closures, and reduced demand.

Eligible providers include enrolled providers of adult day services, day training and habilitation, employment services, children's therapeutic supports and services, early intensive developmental and behavioral intervention, and nonemergency medical transportation services.

Establishes emergency initial retention grants equal to 25 percent of a provider's January 2020 medical assistance revenue, beginning July 1, 2020, followed by monthly grants equal to 50 percent of January 2020 revenue for April through December 2020.

Requires grant recipients to cooperate with service waivers and modifications, notify the commissioner of other COVID-19 funding received, and repay grants from any additional state COVID-19 funding, with funds recouped if inappropriate billing or unauthorized use occurs.

Grants must be used to maintain provider capacity during or after the COVID-19 pandemic or for future community-based improvements, and all funds must be obligated by December 5, 2020; the section expires January 31, 2021.
