Designates August 15 of each year as India Day in Minnesota to commemorate the end of British rule in India and celebrate Indian culture, heritage, and traditions.

Recognizes the Indian-American community's celebration of India and their contributions to Minnesota's vitality.

Requires the governor to issue a proclamation each year honoring India Day observance and encouraging citizens to learn about and appreciate the Indian-American community and their contributions to the state.

Adds new statute section 10.551 to Minnesota Statutes, chapter 10, to codify the observance.
