Allows manufactured home owners to surrender manufacturer's certificates of title to the state so homes become real property improvements when affixed to land owned by Minnesota nonprofits or cooperatives, enabling mortgage financing for manufactured home park cooperatives.

Modifies building code adoption timeline: requires commissioner to review and adopt new model building codes in 2026 and every six years thereafter (instead of every three years), with new energy codes following federal Department of Energy determinations and cost-benefit analysis.

Exempts single-family homes from window fall prevention device code requirements while maintaining standards for other building occupancies.

Extends rehabilitation loans to include replacement of manufactured homes and modifies housing grant criteria to balance metropolitan and nonmetropolitan areas, prioritize quick construction, and require individual contracts for single-family homes.

Authorizes $100,000,000 in housing infrastructure bonds and appropriates $100,000,000 in CARES Act funding for emergency housing assistance grants to prevent homelessness and maintain homeownership during COVID-19-related public health emergencies.
