Appropriates $3,000,000 from the federal coronavirus relief fund in fiscal year 2020 to the commissioner of agriculture for ethanol infrastructure grants.

Grants provide cost-share assistance to owners of smaller filling stations that are ineligible for federal ethanol infrastructure assistance.

Funds target corn farmers and ethanol producers negatively impacted by COVID-19.

Expenditures require prior determination by the commissioner of management and budget that the spending is an eligible use of federal coronavirus relief funds.

Appropriation is available until December 30, 2020.
