Appropriates $300,000 from the coronavirus relief federal fund in fiscal year 2020 to the commissioner of agriculture for Farm Business Management scholarships for distressed farmers.

Scholarships cover 75 percent of tuition costs for eligible distressed farmers.

Defines "distressed farmer" as an individual or family farm that files Schedule F on federal taxes, has net worth less than $1,200,000 in calendar year 2020, and is either in mediation proceedings, has received a mediation notice, or has filed for bankruptcy.

Funds may not be spent until the commissioner of management and budget determines the expenditure is an eligible use of coronavirus relief federal funds.

Appropriation is available until December 30, 2020, and becomes effective the day following final enactment.
