• Authorizes cities included in Executive Order 20-64 to use eminent domain to acquire property in areas directly affected by civil unrest between May 26, 2020, and June 10, 2020, for purposes of resale subject to redevelopment agreements.

• Allows cities to issue debt obligations under Minnesota Statutes chapter 475 without an election or subject to debt limitations for eminent domain acquisitions.

• Requires redevelopment agreements for any property resold after eminent domain acquisition to include reasonable use limitations and approval by a redevelopment oversight committee.

• Permits cities to impose a moratorium on redevelopment in affected event areas after ten days' public notice, with exemptions for reopening commercial, industrial businesses, and rental housing at pre-event levels and rents.

• Limits the eminent domain authority to expire December 31, 2022, and the redevelopment moratorium authority to expire December 31, 2021.
