Repeals Laws 2019, First Special Session chapter 10, article 1, section 39, which appropriated $1,290,000 in fiscal year 2019 for attorney fees awarded by court order in Minnesota Voters Alliance v. Mansky.

Requires the secretary of state to reimburse the general fund for any amounts from the repealed appropriation that were not canceled at the end of fiscal year 2019.

Reimbursement must be completed by January 1, 2021, and accomplished through reductions in office operations supported by other appropriations.

Both the reimbursement requirement and repealer are effective the day following final enactment.
