Adds Juneteenth, celebrated on the third Saturday in June, to Minnesota's list of state holidays under Minnesota Statutes section 645.44, subdivision 5.

Prohibits public business from being transacted on Juneteenth, except in cases of necessity or by the legislature, and prohibits civil process from being served on that day.

Applies the same rules to Juneteenth as other state holidays regarding Sunday/Saturday observance adjustments, though Juneteenth does not shift to an alternate day if it falls on a weekend.

Requires all agreements between public employers and employee organizations that cite Veterans Day as the fourth Monday in October to be amended to cite Veterans Day as November 11.
