S.F. No. 17 Summary

• Adds new definition of "athletic training" covering prevention, wellness, emergency care, examination, diagnosis, therapeutic intervention, and rehabilitation for emergent, acute, and chronic injuries and nonorthopedic conditions within the athletic trainer's scope of practice.

• Requires athletic trainers to perform services under the direction, prescription, or collaboration of a licensed primary physician with a good standing license in Minnesota.

• Expands athletic trainer authority to treat patients beyond just athletes and removes the primary employment site restriction, allowing evaluation and treatment of any patient for up to 30 days without prior diagnosis.

• Clarifies that prevention, wellness, education, exercise, and reconditioning are not considered treatment and do not require prior diagnosis or referral.

• Permits athletic trainers to provide physical therapy under direct supervision of a licensed physical therapist in clinical and corporate settings and repeals prior definitions of "athlete" and "athletic injury."
