Amends Minnesota Statutes section 216B.241, subdivision 1c to modify energy-savings goals for municipal utilities and cooperative electric associations.

Requires the commissioner to automatically approve requests by municipal utilities and cooperative electric associations to adjust their annual energy-savings percentage goals, while maintaining discretionary approval for public utilities.

Prohibits waste heat recovery converted to electricity from counting toward a utility's or cooperative association's annual energy-savings goal; such projects may only count as additional savings above a minimum 1 percent energy conservation improvement requirement.

Maintains the baseline 1.5 percent annual energy-savings goal based on gross annual retail energy sales, calculated using a three-year weather-normalized average, with carryforward provisions for excess savings.

Exempts smaller utilities from these requirements: cooperative electric associations with fewer than 5,000 members, municipal utilities with fewer than 1,000 retail electric customers, and municipal utilities with less than 1 billion cubic feet in annual natural gas throughput sales.
