S.F. No. 23 Summary

• Removes the Pollution Control Agency's authority to set maximum allowable standards of emission of air contaminants from motor vehicles by amending Minnesota Statutes 2018, section 116.07, subdivision 2.

• Requires rulemaking proceedings for air quality, solid waste, hazardous waste, and water quality standards to include assessment of differences between proposed rules and existing federal standards under the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act.

• Mandates comparison of proposed standards to similar standards in states bordering Minnesota and states within EPA Region 5, with specific analysis of the need and reasonableness for any differences.

• Becomes effective the day following final enactment.
