Establishes uniform family child care variance application forms and requires counties to publish variance policies publicly by January 1, 2021.

Modifies child care center supervision definitions to allow specified exceptions for infants in cribs, school-age children using restrooms, and preschoolers using private classroom restrooms.

Extends the first three years of life demonstration project and family assets for independence initiative; increases matching contribution ratios from $1.50 to $3 per dollar for some households; changes guardian/conservator background study requirements from two to five years.
