Authorizes Commissioner of Human Services to provide baseline screening grants to facilities that have not completed COVID-19 baseline screening, with grant amounts to be determined by the commissioner.

Requires facilities to seek reimbursement from public health care programs first for COVID-19-related testing services before seeking state reimbursement; facilities may submit cost reports monthly or bi-weekly if in financial crisis.

Appropriates unspecified amounts from coronavirus relief fund for fiscal year 2020 (baseline screening grants) and fiscal year 2021 (serial screening reimbursement) as one-time appropriations.
