• Authorizes use of general fund appropriations for University of Minnesota biomedical research facility debt service to also pay debt service on bonds issued for a new clinical research facility on the Twin Cities campus.

• Defines "clinical research facility" as a facility on the University of Minnesota Twin Cities campus to house the Clinical Translational Science Institute and related programs supporting education, research, clinical training, and patient care.

• Appropriates general fund payments of up to $13,930,000 annually in fiscal years 2021 through 2039 to pay debt service on clinical research facility bonds.

• Allows unused portions of annual general fund appropriations for biomedical research facility debt service to be redirected to pay debt service on clinical research facility bonds.

• Requires any excess general fund appropriations that exceed actual debt service needs to be canceled back to the state general fund.
