• Allocates future unrestricted general fund surplus dollars to priority accounts including cash flow ($350,000,000), budget reserve ($1,596,522,000), school district aid payments, and clean water and renewable development funds ($22,000,000 and $10,000,000 respectively).

• Beginning September 1, 2021, restricts advanced biofuel, renewable chemical, and biomass thermal incentive program eligibility to only facilities that submitted claims prior to July 31, 2021, effectively closing these programs to new applicants.

• Extends payment deadlines for all three incentive programs (advanced biofuel, renewable chemical, and biomass thermal) to June 30, 2035, and allows producers to claim payment differences for claims submitted after July 1, 2019 that were initially paid pro rata amounts.

• Appropriates $5,000,000 in fiscal year 2020 and $5,000,000 in fiscal year 2021 from the renewable development account to the commissioner of agriculture for bioincentive program payments, available until June 30, 2022.
