Authorizes the commissioner of human services to issue emergency grants to eligible providers of direct support services to ensure continued service provision during and after the COVID-19 pandemic.

Eligible grantees include direct support professionals, parents and spouses temporarily providing personal care assistance, agencies providing personal care assistance, and professionals temporarily exceeding monthly service limits.

Grant funds may be used for medical and protective supplies, disinfecting facilities, payroll expenses for direct support professionals and caregivers substantially dedicated to mitigating COVID-19 effects, and other permissible uses under the CARES Act.

Applicants must demonstrate eligibility by providing information on existing COVID-19 emergency funding received, January 2020 revenue from medical assistance, anticipated grant use, and requested amounts; priority given to providers ineligible for existing COVID-19 funding if applications exceed available appropriations.

Appropriates an unspecified amount from the coronavirus relief fund for fiscal year 2020 as a one-time allocation available until June 30, 2021; the grant program expires June 30, 2021.
