Licensed gambling organizations must report audits to the Gambling Control Board in electronic format at the same time they submit to the commissioner of revenue.

Congressionally chartered veterans organizations and fraternal organizations may loan lawful gambling funds to their general accounts for emergency expenditures (reopening headquarters or meeting financial obligations) with prior approval, with 12-month repayment requirement and mandatory gambling suspension until repaid.

Organizations failing to expend minimum 30 percent (or 20 percent for bingo operations) of gross profits on lawful purposes for fiscal year 2019 are automatically on probation for two years, with potential license suspension or civil penalties if minimum not met for fiscal year 2021.

Annual gambling license expiration dates are extended two calendar months from current expiration dates for licenses effective April 1, 2020.

Multiple temporary adjustments to gambling regulations expire when the governor's COVID-19 emergency executive authority expires or is rescinded, including: waiving gross profit expenditure evaluation requirements for fiscal year ending June 30, 2020; suspending 30-day credit limits on equipment sales; waiving $150 exempt activity application fees; and extending gambling manager training deadlines by 60 days.
