Licensed gambling organizations must report annual audits to the Gambling Control Board in electronic format at the same time submitted to the commissioner of revenue.

Congressionally chartered veterans organizations and fraternal organizations may loan lawful gambling funds to their general account for emergency expenditures (reopening facilities or meeting financial obligations) with prior approval, with 12-month repayment requirement and mandatory gambling suspension until repaid.

Organizations failing to expend minimum 30 percent (or 20 percent for bingo-primary locations) of gross gambling profits on lawful purposes for fiscal year 2019 are placed on automatic two-year probation, with license suspension or civil penalties possible if minimums not met by fiscal year 2021.

License renewal dates are extended two calendar months for licenses effective April 1, 2020; the 30-day credit limit on gambling equipment sales is suspended during governor's emergency orders; and the 90-day gambling manager training requirement is extended 60 days after emergency authority expires.

The $150 application fee for exempt activities is waived for 60 days after governor's emergency authority expires, and organizations may postpone exempt activities for up to 400 days from original scheduled dates.
