Appropriates $841,464,000 from the coronavirus relief federal fund to distribute to Minnesota counties, cities, and towns for COVID-19-related expenses, with 55% allocated to county base distributions.

Eligible counties (population under 500,000) receive per-capita distributions plus supplemental amounts for small cities and unincorporated areas; eligible cities (population 200+) and towns (population 200-4,999) receive fixed per-capita or per-resident payments.

Counties must use at least 10% of base distributions for emergency financial assistance to individuals and families and economic support to small businesses; all distributions must comply with Public Law 116-136 requirements.

Unspent funds must be returned by December 1, 2020, with unexpended city and town funds in Hennepin and Ramsey Counties transferred to designated medical centers for eligible COVID-19 expenses.

Local governments that improperly spend funds are subject to recoupment by the state commissioner of revenue, with repayment due within 90 days or through an alternative schedule not exceeding five years.
