Expands who may request employment information disclosures from employers by allowing "authorized representatives" of law enforcement agencies, not just sworn peace officers, to make requests during background investigations for job candidates.

Permits law enforcement agencies to obtain employment information on candidates for "any other capacity" positions within the agency, broadening access beyond positions subject to investigation under subdivision 1.

Allows authorized representatives (not solely sworn peace officers) to request ex parte court orders from district courts to compel employers to disclose employment information when voluntarily refused.

Requires law enforcement agencies to notify the Peace Officer Standards and Training Board when initiating background investigations, providing the candidate's full name, date of birth, and peace officer license number if known.

Clarifies that submission of an employment application does not constitute initiation of a background investigation; initiation occurs when the agency begins determining whether an applicant meets its employment standards.
