Appropriates $10,000,000 from bond proceeds fund to the commissioner of natural resources for a grant to the city of Wayzata for the Lake Effect Project.

Lake Effect Project includes design and construction of a boardwalk along Lake Minnetonka in downtown Wayzata, an Eco Park with ecological shoreline restoration to improve water quality, and renovation of Depot Park to improve accessibility, add restrooms, and increase green space.

Allows nonstate contributions spent or allocated before or after enactment for related public improvements to serve as sufficient match with no additional nonstate contributions required.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
