Appropriates $8,250,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to St. Louis County for the Heritage and Arts Center (the Depot) in Duluth.

Funds cover asset preservation and expansion including predesign, design, construction, and renovation of mechanical, electrical, HVAC, and life-safety systems; exterior building envelope work; and train shed expansion with exhibit build-out.

Appropriation is contingent upon at least $4,000,000 being committed from nonstate sources to complete the project.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $8,250,000 to provide the appropriated funds.

Effective the day following final enactment.
