Appropriates $13,500,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Duluth.

Funds will be used to predesign, design, construct, furnish, and equip seawall and lakewalk infrastructure along Lake Superior's shore in Duluth, including a boardwalk, bike trails, public gathering spaces, and loading areas.

Appropriation may also cover demolition and removal of existing seawall and lakewalk structures.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $13,500,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
