Appropriates $4,500,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for the Mission Creek bridge project on Trunk Highway 23 in Duluth.

Funds cover predesign, design, preliminary and final engineering, environmental analysis, right-of-way acquisition, and reconstruction or replacement of the bridge.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,500,000 to provide the appropriated funds, with bond proceeds deposited in the trunk highway fund.

Bond sale and issuance follows Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, at times and amounts requested by the transportation commissioner.

Effective the day following final enactment.
