Appropriates $17,500,000 from the bond proceeds fund to the commissioner of transportation for design and rehabilitation of the Grassy Point railroad bridge swing bridge systems in St. Louis Bay.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $17,500,000 to fund the appropriation.

Bond sale and issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
