Independent School District No. 709, Duluth must develop a plan to sell Historic Old Central High School and document current operating costs, expected 20-year maintenance costs, and program/staff alternatives.

The plan must include potential building projects such as new administrative space, transportation facilities, road improvements, and site preparation or demolition of the 1971 Duluth Central High School facility.

The school board must hold a public hearing at least 30 days before submitting the plan to the commissioner of education for approval based on financial, student, and staff efficiencies.

The district may issue general obligation bonds not to exceed $31,500,000 to finance the approved facility plan, with debt service classified as revenue under Minnesota Statutes section 123B.53.

The district must submit a report to the commissioner of education and legislative education finance committees on February 15 of each even-numbered year documenting outcomes and efficiencies achieved.
